Carmine Palombo is currently Director of Transportation Programs for the Southeast Michigan Council of Government, with twenty-six years of experience in various phases of transportation planning.

Experience: Responsible for the administration of the overall transportation planning program for the Southeast Michigan Council of Governments, development of the Council's transportation work program and policies, developing Transportation Improvement Program, Long Range Plan, establishment of project budgets, and staff coordinator of Transportation Advisory Council (TAC).

Spencer Nebel

Mr. Nebel has served as City Manager for the City of Sault Ste. Marie since April 20, 1992. In addition to having administrative oversight of the City, he has overseen an extensive reconstruction of the City's water, sewer, and street systems as part of a Combined Sewer Overflow Control Project, development of master plans for replacing streets and other infrastructure, planning and implementation of various streetscape projects, construction of a downtown marina, various parks improvements, and currently construction of a downtown parking structure.

Donald Disselkoen

Mr. Disselkoen currently serves as the chair of the Ottawa County Board of Commissioners, and represents the 8th district of Ottawa County, which is most of the city of Holland. He has served on many committees, including Health and Human Services, Planning, Policy and Human Resources committees. As chairman, he and others meet quarterly with the county road commission to review projects and issues. Mr. Disselkoen also serves on the Lakeshore Coordinating Council (substance abuse funding) and is secretary of the Community Mental Health Board. He is a member of the Michigan Association of Counties, Transportation Committee; and serves on the Tulip City Airport Advisory Board and the West Michigan Airport Authority. He will serve on the Asset Management Council and represent the Michigan Association of Counties.

Dave Wresinski is the Director of the Bureau of Transportation Planning at the Michigan Department of Transportation (MDOT). He directs and administers the functions of the bureau, leading a team of planning professionals who provide a planning framework for all of the department’s investments. Dave is also responsible for the implementation of federal planning requirements as established under SAFETEA-LU, including development of the State Long-Range Transportation Plan and the State Transportation Improvement Program, coordinating these efforts with local Metropolitan Planning Organization long-range plans and Transportation Improvement Programs.

Dave is also responsible for the development of Michigan’s Five-Year Transportation Program, management of the capital program, including the statewide project and corridor development activities, and the statewide public involvement plan. The bureau also provides policy and legislative support to MDOT and the State Transportation Commission. Dave serves as a department senior level spokesperson with federal, state, and local governments and organizations, the public and private sectors, the legislature and other stakeholders.

Dave attended Michigan State University and earned his BA degree in Public Administration. Prior to coming to work at MDOT, he worked as a legislative assistant to former U.S. Senator Donald Riegle, Jr., in Washington, D.C. Dave has worked at MDOT for 25 years, all in the Bureau of Transportation Planning.

Roger L. Safford, P.E.

Roger L. Safford, P.E., is the Region Engineer for the Michigan Department of Transportation's (MDOT) Grand Region. In this capacity, which he has served since 2002, Mr. Safford oversees MDOT's day-to-day operations in West Michigan. This includes all state highway operations and maintenance, and the planning and delivery of all state highway programs and projects in the region. The Grand Region includes eight counties in West Michigan, including, Oceana, Newaygo, Mecosta, Muskegon, Kent, Montcalm, Ottawa and Ionia.

Mr. Safford started with MDOT as a seasonal construction aide in 1973 while attending the University of Michigan, where he received a B.A. in History in 1980. He accepted a full-time position in MDOT*s Testing Laboratory in 1977. He received a B.S. in Civil Engineering from Michigan State University in 1983, and is licensed as a Professional Engineer in Michigan. Mr. Safford has also worked for MDOT in the Metro Region and in the Central Office over his 27 year career. Roger and his wife Mary Ellen live in Cascade Township in Kent County.

Robert D. Slattery Jr., Mr. Slattery, has been Mayor of the City of Mt. Morris since 1991, after serving as Chairman of the Planning Commission there for several years.

Like most mayors of small towns, Mayor Slattery also holds a regular full time job. Since November of 2001 he has been the Director of Information Systems and Planning for the Genesee County Road Commission. He had previously been the Senior Transportation Planner for The Road Commission for Oakland County, since 1984.

Mayor Slattery has been active in the Michigan Municipal League, and served as President of the League in 2001-2002. He has been Chairman of the League's Transportation, Infrastructure and Environmental Affairs Committee since 1995. He is a Past President of the Michigan Association of Mayors. He has been Secretary, Vice Chairman and Chairman of the League's Region I. A strong believer in the importance of continuing education, Mayor Slattery has attained Level III (the highest level) in the Elected Officials Academy, and has served on its Board of Directors.

Mayor Slattery is a Past Chairman of the Genesee County Small Cities and Villages Association.

He has taught computer classes in Clarkston Community Schools' Adult Education Enrichment Program since 1988, and was nominated for Enrichment Teacher of the Year in 1999.

Bob holds a Master of Urban Planning Degree from the University of Michigan and a Bachelors Degree in Resource Planning from the University of Michigan-Flint.

John Egelhaaf has served as the Executive Director of the Southwest Michigan Planning Commission (SWMPC) since 2003.

Education:

Professional Activities:
- In addition to cultivating the administrative side of SWMPC management, he oversees regional planning projects across a broad scope including natural resource management, public transportation, metropolitan transportation planning, trail planning, economic development, and heritage route development.
- John has served on various boards at the state level, including the Michigan Association of Regions, where he was secretariat treasurer from 2006 to 2007; the executive committee of the Michigan Transportation Research Board; and the advisory committee of the Partnerships for Change Sustainable Communities Grant Program.
- He also is active in local and regional organizations, including the Cities of Promise Partnership Team and Benton Harbor’s Downtown Development Authority. He sits on the board of directors of the Benton Harbor-based Consortium for Community Development.
- John is a regular speaker at events from local to national. Highlights from 2009 include speaking about technology-related initiatives in senior transportation before the National Council on Aging and the American Society on Aging annual conference; presenting a national Webinar on coordinating public transportation for the National Center on Senior Transportation; and speaking at the Michigan Cities of Promise conference about the SWMPC’s Centers for Regional Excellence project.
- Prior to his arrival in Michigan, John’s accomplishments included being appointed to the Indiana Governor’s Council for People with Disabilities in 2003 and serving on the Indiana Community Transportation Academy from 2001 to 2003. While in Indiana, John also appeared on a monthly one-hour radio program that focused on local and statewide planning issues.

Mr. McEntee has been employed by the road commission for Oakland county since 1976. He began his employemnt with the Planning and Development Department, which involved him in project development, environmental review, and permitting of road projects.

In 1992, he was promoted to the Director of the Permits & Environmental Concerns Department. Prior to Mr. McEntee's hiring at the Road Commission, he received a degree in Bachelor of Science in Earth Science at Central Michigan University.

Mr. McEntee was assigned, in February 2000, to organize and lead an initial evaluation and study of Road Commission for Oakland County operations that formulated recommendations and a plan for implementation of an Asset Management Program at the Road Commission for Oakland County. Since April 2002, he has been leading the Road Commission for Oakland County efforts to implement an Asset Management Program across all Road Commission for Oakland County Departments.

He is past President of the Michigan Association of Environmental Professionals and a member of the Board of Directors of the National Association of Environmental Professionals. He is currently a representative of the County Road Association of Michigan on the Joint Agency Transportation Committee (JATC), a committee charged with improving the permitting process for highway projects.

Mr. Warren has been Deputy Director of the Kent County Road Commission, since December 1988. In that position, he is responsible for development of long and short range plans and major projects, administration of the Pavement Management, Asset Management, and Performance Management Systems, and supervision of the Commission's Geographic Information Systems and Human Resources functions.
